Education programs offered at Pelican Island ElementarySebastian Elementary & Treasure Coast Elementary

The School District of Indian River County will have a 21st Century Community Learning Center Program at Pelican Island, Sebastian Elementary and Treasure Coast Elementary Schools.   This is a FREE afterschool Instructional and Enrichment program until 6:00 p.m. with bus service available for the students attending Pelican Island, Sebastian Elementary and Treasure Coast Elementary Schools.  Some select Saturday services are also included. Applications are available on the Parent-Student Link of the School District of Indian River web page www.indianriverschools.org or in the school offices at Pelican Island, Sebastian and Treasure Coast  Elementary Schools.  After you complete an application and turn it  into your school office you will be notified by the School Coordinator if there is space available in your child’s grade level.

What is the 21st Century Community Learning Center Program?

21cclc img01Florida's 21st Century Community Learning Centers (21st CCLC) program is a key component of the "No Child Left Behind Act" and is an opportunity for students and their families to continue to learn new skills and discover new abilities after the school day has ended. The focus of this program is to provide expanded academic enrichment opportunities for children attending Title 1 or Title 1 eligible schools. The 21st CCLC grant is authorized under Title IV, Part B, of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act of 2001.

Attendance is a very important part of our program. Students will not be dismissed until the academic hour is over. 

In order for your child to be successful and receive the help he/she needs, it is important that each child attend daily. Attendance also plays a large part in how the program is funded. When students are absent, funding is reduced, increasing the possibility of the loss of the program. We must have staff available as if all students are attending so we are counting on your child’s participation every day. 

Parents are responsible for contacting the site coordinator if their child will be out and to send a note when they return; this note will be put in the student’s file. If a child has a prior commitment written notice containing the parent’s signature and stating the reason for the weekly/monthly absence must be provided. This notice will become part of the student’s file. Frequent absences may result in removal from the program.

  • Head lice or nits
  • Doctor or dental appointments
  • Legal matters
  • Religious holiday or training
  • Unforeseen emergencies (i.e. natural disasters)
  • Prior commitment that has been documented in student file by parent


Site Coordinators will send notes home with students having over four days a month of unexcused absences. Continued excessive absences may result in the student being removed from the program to allow space for a more committed student on the waiting list. 

21ST CCLC EMERGENCY POLICY:  In case of an accident or illness, the parent/guardian of the child will be called. Please be sure we have your correct phone and address on file.  In serious/emergencies the parent will be contacted and 911 may be called. Directions from the EMT will be followed until the parent/guardian has arrived. If EMT determines the need to transport the student and the parent/guardian has not yet arrived, then the student will be transported. Once parent/guardian arrives on campus they will be updated on the transportation of student. Parents/guardian of student will be responsible for the cost, if any, of the emergency vehicle and/or emergency room.

 The School District of Indian River County was awarded the 21st CCLC grant in December 2009 for two district schools; Pelican Island Elementary and Thompson Magnet. When Thompson Magnet was closed in 2010 the grant was transferred to Glendale Elementary with the majority of the Thompson Magnet students.

 In 2015 the School District of Indian River County was awarded a 21st CCLC grant for Sebastian Elementary and Treasure Coast Elementary Schools. This is a FREE program for students enrolled at Pelican Island Elementary School (1355 Schumann Drive, Sebastian) Sebastian Elementary School (400 County Road #512, Sebastian) and Treasure Coast Elementary School (8955 85th Street, Sebastian). Transportation by district school buses is also available to students living in the Elementary School site’s school zone.

Through a collaborative effort between the 21st Century Community Learning Center (CCLC), the School District of Indian River County, and other community partners; Sebastian and Treasure Coast Elementary Schools will provide after-school academically focused classes. 

Each site operates on the full-day student calendar schedule approved by the School District of Indian River County each school year. No programs are held on days of early release for students, holidays (except Martin Luther King Day) or parent conference nights. A 21st CCLC staff member is available at each site during the evening conference times.

The hours for the program are 3:20 p.m. till 6:00 p.m. Monday through Thursday. Friday’s hours are be 3:20 p.m. till 5:30 p.m. Every student is provided a snack by the Food Service Department of the Indian River County School District at the beginning of the program. Any food allergies your child may have should be communicated with the site coordinator and the school nurse. 

Students in this program work on academic and enrichment activities, and use the technology lab to help improve their academic performance. Homework support is also available. The site coordinator collaborates with the student’s classroom teacher to support the student’s needs. Opportunities for physical/recreational activities, character education, and nutrition education are offered to help students to develop habits that lead to lifelong healthy lifestyles.
