ESE Curriculum Based Measurement (CBM)
Indian River County School District continues to be a demonstration site for CBM implementation through the Florida Department of Education/University of South Florida's Student Support Services Project. Interested personnel from other schools can visit and learn about implementation of CBM. Two schools currently are serving as demonstration sites and will meet with personnel from other districts and describe how they use CBM to make decisions about their students.
CBM can be used in a number of ways. In Indian River County, CBM is used for making general and special education decisions. In general education, it is used for quarterly monitoring of all students' progress in the elementary grades at selected schools. Each teacher tracks the progress of all his/her students by assessing their reading in October, January, and May, and the information is used for setting up instructional groups, sharing with parents at conference time, and assisting with placement decisions at the end of the year. CBM also is used for more frequent (monthly or weekly) monitoring of students who have Academic Improvement Plans.
CBM also is used for a variety of special education decisions. It is used to evaluate interventions developed by the student support team as a part of the special education referral process. When a child is eligible for exceptional student education services, CBM can be used to set reading goals and to evaluate formatively the effectiveness of the instructional program delivered to the student. CBM also can be used to help determine when a student might be ready to receive reading instruction in the general education classroom, and whether that decision was appropriate.
